This is a 1/4" locktab with multiple applications:

18 are used when rebuilding a MkVI or R-Type engine
3 are used for the front thrust plate for the cam shaft and 6 used for blanking plugs on the crank shaft on a Cloud or S 1
On V8 engine models 2 of these locktabs are used with the two bolts that hold the distributor drive gear to the rear of the cam shaft.
On Cloud 1/S1 crank shaft there are 6 used for the blanking bolts
